Raid attackers are judged on one thing: how fast they can burn down a raid boss. A quicker clear means more Premier Balls, better odds at a shiny or hundo, and the ability to short-man tough bosses, so this board ranks Pokemon by effective DPS, which balances raw damage against the time lost fainting and re-entering. Mega and Primal Evolutions dominate the top, from Mega Rayquaza and the Mega Mewtwos to Primal Groudon and Primal Kyogre, because they boost your whole lobby's damage on top of their own, joined by premium legendaries like Eternatus, both Kyurem formes and Necrozma, plus hard-hitting Shadow attackers.
Tiers reflect DPS and eDPS from community damage simulators (Pokemon GO Hub, Dittobase, Pokebattler) rather than PvP viability, so a monster here can be useless in the Battle League and vice versa. Keep accessibility in mind: Megas need Mega Energy and only buff for a limited window, Shadows need an Elite TM to unlock their best charged move, and a well-built non-legendary team still clears most bosses. S is best-in-slot raw power, A and B are excellent generalists and type specialists, and C still melts bosses if that is what you have built.
